For Separated Families, City Never Seemed Bigger

On good days, it takes Marilyn Loesch two hours to get from her home in Queens to the foster care agency on Staten Island where she is expected for weekly visits with her two daughters. On bad days — when the bus she takes to the subway and the subwayshe takes to the ferry don’t cooperate — the commute can be three hours.
