And, thereby, is the entire problem in a nut-shell: There is no incentive for Government run institutions to monitor itself because in effect, it is policing its own employees...
There needs to be a shift in accountability and transparency: The Government must take ownership for the results of poor employees. Prevent and punish foul acts against a child! Employees that they have been deemed worthy of protection need follow-through! Failure to do so must result in loss of employment and, where applicable, criminal charge!
